Student Performance & Accountability

The Pasadena Unified School District seeks to improve academic performance for all students, close the achievement gap among students and schools, and improve the effectiveness of the entire educational system. PUSD's accountability system provides principals, teachers, parents, and students with planning tools, data, and research to accelerate learning. School Accountability Report Cards (SARC)

California public schools annually provide information about themselves to the community allowing the public to evaluate and compare schools for student achievement, environment, resources, and demographics. You may view PUSD School Accountability Report Cards online, updated as the data is released by the state. 


Accountability Progress Reports (APR)


The State of California's accountability system utilizes student test results to develop the state Academic Performance Index (API), and the federal Adequate Yearly Progress (AYP) reports on an annual basis. 



PUSD Accountability Plan

The PUSD accountability system consists of three levels of indicators, which are measured to evaluate student and organizational performance. The system is based on Accountability in Action: A Blueprint for Learning Organizations (Doug Reeves, 2000).  This comprehensive system includes classroom, school, division and district-level components to support ongoing data analysis, goal setting and plan development, mid-year and end-of-the-year data review and plan updates.

Tier 1 Indicators

Tier 1 indicators are annual, system-wide measures of the district’s progress toward achieving its mission and vision. They represent core values of stakeholders that are developed collaboratively by the Board, Superintendent and District leaders. They measure educational performance and organization effectiveness in every division and department in the District. They are tracked only once a year and provide an overall picture of district-level results.  To learn more about Tier 1 Indicators, see the glossary.  
           
Tier 1 indicators are ctegorized according to the “Approach to Excellence:  Immediate Action and Five-Year Plan.”
  • Focus on Student Achievement
  • Accountability
  • Communication
  • System Capacity
  • Human Capacity
  • Guiding Coalitions
  • Strategic Planning Bold 5-Year Vision for PUSD
In addition, division, department and school plans are aligned with the Tier 1 indicators. Tier 1 indicators provide focus for the district-wide allocation of time, energy and resources.  See the complete list of Tier 1 indicators and 2009-2010 targets.


Tier 2 Indicators


Tier 2 are school-based indicators and consist of on-going school-based indicators and department and division indicators that support schools.  Schools are required to identify six Tier 2 indicators in the following areas:
  • Reading and writing
  • Math
  • Closing the achievement gap
  • Parent/community involvement
  • Safe and orderly environment
  • One of the following: technology, science, social science, history, visual and performing arts
  • High schools identify an additional indicator on the CAHSEE plan for the school’s students.
After analyzing school performance data, schools engage their stakeholders to identify actions of teachers and leaders that will improve student achievement.  Each division and department also goes through a similar process with their staff to develop Tier 2 indicators that support school goals and plans. All Divisions and Departments will also have at least one Tier 2 Indicator that addresses improving responsiveness.


Tier 3 Indicators

Tier 3 is a year-end narrative for each school site and division and department reflecting successes and challenges. Teams at each level record the story behind the results including explanations of what worked, what didn’t and why. In addition to the numerical data derived from Tier 1 and 2, Tier 3 provides a context for the numbers and gives background information needed to interpret the numbers. Tier 3 contributes to planning for the next year.
